· Mike has more then 27 years of experience in international and U.S. infrastructure construction management and design. He has extensive experience in managing the design and construction of large infrastructure projects; both internationally and in the U.S. Designated leader of design/construction teams consisting of foreign national and U.S. engineering professionals.
MiMike has expertise in onsite heavy civil construction management including large diameter pipelines, roads, airports, pumping stations, and hydraulic structures; typically located in inaccessible, remote locations, or unsecured high threat environments.
· Experienced in the formation of construction teams, and supervision of local professional staff from various international locales. Specific expertise in contract negotiations, dispute resolution, and claims management.
· Onsite manager for the construction of high visibility, secure projects, utilizing foreign national subcontractors and locally sourced materials. Worked with State Department personnel, DOD and NATO officers, senior Foreign Service professionals, and various U.S. Ambassadors during the development and implementation phases of each project.
· Extensive experience working with foreign ministries, senior government officials, municipal leaders, and the press in various international locales including the Middle East, and Central and Southeast Asia

Relevant Experience
Mr. Schwartz has been directly responsible for the design and construction management of numerous international and U.S. heavy civil projects, including airports, roads, and various water and wastewater improvements. This includes large and small diameter pipelines, deep pumping stations, pressure force mains, and collection systems. He has used International Federation of Consulting Engineers (FIDIC) documents for the design, contractor selection, and onsite management of major international civil design and construction programs. Specific projects include the USAID Emergency Roads Rehabilitation Program, Manas-Kyrgyzstan International Airport Modernization, Astana-Kazakhstan Airport onsite design management, Operation Enduring Freedom – Kyrgyzstan, Reserve Street interceptor sewer pumping station and force main, and numerous small and large diameter (up to 13 feet) buried and above ground water pressure lines and penstocks, gravity sewer collection systems, and associated structures.
Mr. Schwartz has extensive international experience that includes projects in Afghanistan, Palestine, Japan, Kyrgyzstan, Kazakhstan, India, Kuwait, and Malaysia. He has strong experience in FIDIC Conditions of the construction contracts, working with U.S. federal government regulations, managing construction contractors, supervising field staff, and onsite engineering. He conducts construction progress meetings, administers compliance with the contract documents (plans and specifications), interprets the contract documents, and has extensive surveying and photogrammetric mapping expertise.
