Product details of Nuclear Security 

Management of Nuclear Fleet Security  

 

Security Engineering Associates (SEA) is responsible for the overall security for the future fleet of Nuclear Power Generating Stations. The responsibilities included the develop Safeguards Information (SGI) program for the future fleet. Support the licensing effort concerning security during the combined operating licensing application (COLA) process. Security Engineering Associates (SEA) is charged with the responsibility to develop a compliant cyber security program for a new designed digital operating nuclear power plant.

 

SEA will also help coordinate the pre-construction requirements to comply with the Nuclear Regulatory Commission’s (NRC) pre-construction activities to isolate and control and protect the construction site access during the construction process.

Matrix for the Nuclear Industry

 

SEA has worked jointly with a task force to develop a managerial process for verification of proper application of construction management and oversight in the development of new nuclear power plants. The process is in development stages with certain areas of the process in limited application in the nuclear industry.

 

Construction Oversight of the Pebble Bed Modular Reactor

 (PBMR) Construction License Development (South Africa):

 

SEA has been responsible for reviewing construction oversight and security management during the development of this unique reactor design. SEA had been responsible to review existing South African regulation and specifications to verify the processes are correct and meet current international standards.

 

Meeting NRC Regulations

 

SEA wrote, reviewed and submitted the project’s physical security plan, Safeguards Contingency Plan, Training and Qualification Plan, and Cyber Plan to meet regulatory requirements for filing the COLA. The process required knowledge of the Part 73 Regulations that are established by the NRC. The process also required coordination with the certified design of the Evolutionary Power Reactor (EPR.) During the writing of these documents the team of technical writers was required to review, alter and revise the supplied template format to meet the ever changing physical security plan requirements. At the completion of the documentation the format that had been developed by the writing team was used to help develop Physical Security Plans for other Nuclear Power Plant applications.

 

  Pre Construction Security 

 

SEA supports members of Project Transition Team for the pre construction coordination. The support that is supplied by SEA team members includes supervising and overseeing security requirements that are related to the construction site. This responsibility includes that physical consideration and the regulatory compliance. SEA has been instrumental in the development of a pre construction site isolation sequence and schedule to allow site construction preparation during the adjacent nuclear plant’s operations.


 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Product details of Physical Security 

 

       Forced Entry Ballistic Resistant (FEBR) Security Upgrade

       Of US Embassy Seoul, Korea

 

Security Engineering Associates key personnel were responsible for the physical security upgrade which included the replacement of Force Entry Ballistic Resistance products throughout the Embassy and satellite structures.

In coordination with the installation of the FEBR Products SEA supported the increase in the technical security by improving the ability to oversee secured areas and entrances and exits throughout the facility. SEA oversaw the development, writing and application of the Scope of Work for the local subcontractors and the Cleared American subcontractor. The responsibilities during the installation included create a working schedule of security improvement that will meet the requirements of the overall protection of the Embassy during a high alert state.

Due to the nature of the specialty materials that were applied in this project SEA was required to work closely with the Department of State logistic support group to coordinate deliveries of specialty equipment as secured United States Government (USG) shipments.

Multilevel Security Upgrade of US Embassy Rome, Italy
SEA key personnel were responsible for the security upgrade included Perimeter Security Upgrade (PSU), the Forced Entry Ballistic Resistant (FEBR) Security Upgrade and a Technical Security Systems (TSS) Upgrade.

 The responsibility of the project included supervises simultaneous projects to allow for efficiencies in project duration, manpower usage and minimal disruption to the US Embassy and the US Government Operations. Many design modifications resulted due to unforeseen site conditions, including discovery of ancient ruins unearthed during normal excavations.

 

 

 

 

 

 

 

Security Upgrade Projects, United States Department of State

 

 SEA key personnel were tasked with the development of multi level security improvement projects using a centralized management system. The program was to create efficiencies in project management by cutting overall project cost, increase productivity and reduce overall project duration for the United States Department of State.

The program allowed survey teams to travel to various regions and incorporating several site visits during one survey trip. The program developers coordinate information gathering, survey reports and bid packages to minimize time between survey and construction. The USG applauded the efforts and found the time between survey and physical security improvements to the US Embassies were shorten by almost a year in scheduling time. The shortening of the duration of time for a US Embassy at high vulnerability to become a facility with the capability to protect its personnel was a key to the success of the program.

  

SEA key personnel were charged with the responsibility for the development and maintenance of a Project Management Office (PMO) that would provide a strong working relationship with the United States Department of State (DoS) overseas facilities.

 The DoS wanted the PMO to have a management team to support oversee security projects and their staff.  The responsibility of the team included coordination of outside architectural subcontractors who were responsible to design a stronger and more robust DoS facility. The “team” would coordinate both the Engineering and Design departments by providing information concerning proper application of systems designed for the security projects.

 

This information that was provided allowed for quantity take-off information for procurement of materials and provides support to the field on execution of the construction plan.

The “team” would provide additional system information and costs in the aid of project costs estimation.  

 

 

       March 2004 Security Upgrade to the United States Consulate Florence Italy

 

SEA key personnel were responsible for coordinate the architectural and engineering firms to complete a site survey of the US Consulate in Florence Italy. The team leader was responsible to travel to sites to inspect and gather information that would aid in the development of a Scopes of Work (SOW) derived from the site visits. Once the information had been gathering, the team would oversee review of design and implement changes to meet the DoS’s needs and standards. These needs would include oversight and management of Project development and site integration, survey design and construction management.

      Albania

 

SEA key personnel were responsible for coordinate the architectural and engineering firms to complete a site survey of the US Embassy.

The team leader was responsible to travel to sites to inspect and gather information that would aid in the development of a Scopes of Work (SOW) derived from the site visits.

Once the information had been gathering, the team would oversee review of design and implement changes to meet the DoS’s needs. These needs would include oversight and management of Project development and site integration, survey design and construction management.

 

Once the package was developed for the DoS the team would oversee bid development and execution, delivery of Task Orders requirements and coordinate deliverables to the Department of State.

 

       Security Upgrade to the United States Embassy,

       Kyrgyz Republic

 

SEA team support was made responsible for the overall operation, completion and compliance of security upgrade for the US Embassy in the Kyrgyz Republic. The team leader was responsible to manage a multi-million dollar cash project, including accounting and distribution of funds in a former Soviet Republic. The team leader had to establish contractual agreements between subcontractors and construction management using interrupters and foreign contractors. The scope of work included supervises hiring of foreign management personnel.

The project included the responsibility to oversee the coordination and installation of government supplied specialty security equipment. This installation also included the design and engineering of the equipment installation, including field redesign and alternate manufacturing methods to successfully complete the project.

 

The field personnel had to supervise all security requirements which included serving as the Contractual liaison between office management and US Government personnel which meant the overseeing of compliance with QA/QC self regulation and  safety plan for the operations.

 

Security Upgrade, United States Embassies Worldwide.

SEA key personnel had the responsible for the review, modification and acceptance of drawings and designs for construction and compliance of security upgrades for US Embassies.

 

The Scope of work for this project included engineer, design and overseeing necessary changes to ensure proper compliance with the Compendium of Design Standards for the DoS. The work included coordination of the release of design changes to the field to assure correct and current information for the building process.  The team had to supervise necessary changes to the facility design to assure compliance with the Scope of Work (SOW), contractual requirements and the security regulations.

 

The team members had to visit sites to establish a comprehensive plan for development of facility design which included incorporating changes made through the site visits to refine the site plans, construction details and the additions of the Scope of Work (SOW).

 

The team leader also had to meet with potential sub contractors to discuss parameters of the project, coordinate costing and local restrictions and their impact on project profitability with Estimating Staff. The staff was required to write RFIs, Differing Site Conditions and Change Orders in a clear and precise language to eliminate costly misinterpretations and the team created shop drawings detailing proper placement and installation of required specialty security equipment.
