I am responsible for directing the project team as the Project Executive/Manager. Provide direction and evaluation to project staffing, subcontractor negotiation, procurement, design assessment, budgeting and scheduling.
I have both worked for and owned companies that have been contracted by the United States Department of State (DoS) to provide security engineering, design and construction consulting services. In the last ten years of travel I have visited 30 countries and have inspected 37 United States government facility sites. During these visits I met with representatives of the Department of State (DoS), Department of Defense (DoD), and US Agency representatives for the specific country or region to discuss protection against current or anticipated terrorist threats. The teams that I have led were tasked to assess, design and implement security improvements to these high profile overseas facilities. My duties as Project Executive/Manager also included conveying to US government agency representatives the intent of the United States Government to improve the physical and technical security conditions at the site.
I have also worked overseas as Project Manager at three US Embassies. As Project Manager I started and brought these Perimeter Security Upgrade (PSU)/Force Entry, Ballistic Resistant (FEBR)/Technical Security Systems (TSS) security projects to completion. My efforts received high praise from the US Ambassadors at these sites, the DoS, DoD, DHS and attending agencies.
Currently, I am performing the responsibilities of the Security Manager for an international organization that will construct new nuclear power plants in the continental United States in the next ten years. I am responsible for authoring and submitting the physical security plans for the new plants to the Nuclear Regulatory Commission (NRC), oversee the handling of Safeguard Information (SGI) for those plants and coordinate the requirements to meet regulation while the plants are under construction. I am an active member of the Nuclear Sector Coordinating Council/ Government Coordinating Council (NSCC), part of the National Infrastructure Protection Plan (NIPP) to address critical infrastructure identification, prioritization, and protection for all 18 Critical Infrastructure and Key Resources CIKR sectors.
Under a separate organization, I am responsible for coordinating security management issues for an international nuclear licensing organization. In 2008, I worked on security issues in South Africa on the Pebble Bed Modular Reactor (PBMR) through this organization.

John Volkoff has repeatedly demonstrated his ability to develop a vision for accomplishment of projects, lead and participate in the implementation the specific tasks necessary to achieve that vision, and satisfy client goals. Much of his experience is in the regulation of nuclear power plants. This includes development of a process for development of a commercial nuclear license in the United Arab Emirates, nuclear regulatory compliance work for the Pebble Bed Nuclear Reactor in South Africa, license implementation for a European enrichment facility design in New Mexico, and multiple licensing and compliance activities at three nuclear power plants in the US.
John has also implemented a bilateral US military agreement in the Central Asia, conducted non-proliferation activities in Central Asia, and was the project engineer for a security upgrade project at the US Embassy in Rome. During this time, Mr. Volkoff also served as an officer in the US Navy Reserves, supporting US Navy activities in many countries and throughout the US, receiving many commendations for his work. Mr. Volkoff began his career as a submarine officer.
These experiences have demonstrated Mr. Volkoff's ability to envision a success path for projects, develop a plan to meet project goals, and lead and participate in the implementation of the plan. Mr. Volkoff work well with senior management, technical personnel, and all levels of management in between, to form the team to get work done and goals met.
Mike has more then 27 years of experience in international and U.S. infrastructure construction management and design. He has extensive experience in managing the design and construction of large infrastructure projects; both internationally and in the U.S. Designated leader of design/construction teams consisting of foreign national and U.S. engineering professionals.
Mike has expertise in onsite heavy civil construction management including large diameter pipelines, roads, airports, pumping stations, and hydraulic structures; typically located in inaccessible, remote locations, or unsecured high threat environments.
Mr. Schwartz has been directly responsible for the design and construction management of numerous international and U.S. heavy civil projects, including airports, roads, and various water and wastewater improvements. This includes large and small diameter pipelines, deep pumping stations, pressure force mains, and collection systems. He has used International Federation of Consulting Engineers (FIDIC) documents for the design, contractor selection, and onsite management of major international civil design and construction programs. Specific projects include the USAID Emergency Roads Rehabilitation Program, Manas-Kyrgyzstan International Airport Modernization, Astana-Kazakhstan Airport onsite design management, Operation Enduring Freedom Kyrgyzstan, Reserve Street interceptor sewer pumping station and force main, and numerous small and large diameter (up to 13 feet) buried and above ground water pressure lines and penstocks, gravity sewer collection systems, and associated structures.
Mr. Schwartz has extensive international experience that includes projects in Afghanistan, Palestine, Japan, Kyrgyzstan, Kazakhstan, India, Kuwait, and Malaysia. He has strong experience in FIDIC Conditions of the construction contracts, working with U.S. federal government regulations, managing construction contractors, supervising field staff, and onsite engineering. He conducts construction progress meetings, administers compliance with the contract documents (plans and specifications), interprets the contract documents, and has extensive surveying and photogrammetric mapping expertise.
