SEA has been and will continue to be faced with challenges that will require ingenuity and tenacity to provide the client with the services and products that will meet the ever increasing needs of security.
Security Engineering Associates (SEA) is responsible for the overall security for the future fleet of Nuclear Power Generating Stations. The responsibilities included the develop Safeguards Information (SGI) program for the future fleet. Support the licensing effort concerning security during the combined operating licensing application (COLA) process. Security Engineering Associates (SEA) is charged with the responsibility to develop a compliant cyber security program for a new designed digital operating nuclear power plant.
SEA will also help coordinate the pre-construction requirements to comply with the Nuclear Regulatory Commission's (NRC) pre-construction activities to isolate and control and protect the construction site access during the construction process.
SEA has worked jointly with a task force to develop a managerial process for verification of proper application of construction management and oversight in the development of new nuclear power plants. The process is in development stages with certain areas of the process in limited application in the nuclear industry.
SEA has been responsible for reviewing construction oversight and security management during the development of this unique reactor design. SEA had been responsible to review existing South African regulation and specifications to verify the processes are correct and meet current international standards.
SEA wrote, reviewed and submitted the project's physical security plan, Safeguards Contingency Plan, Training and Qualification Plan, and Cyber Plan to meet regulatory requirements for filing the COLA. The process required knowledge of the Part 73 Regulations that are established by the NRC. The process also required coordination with the certified design of the Evolutionary Power Reactor (EPR.) During the writing of these documents the team of technical writers was required to review, alter and revise the supplied template format to meet the ever changing physical security plan requirements. At the completion of the documentation the format that had been developed by the writing team was used to help develop Physical Security Plans for other Nuclear Power Plant applications.
SEA supports members of Project Transition Team for the pre construction coordination. The support that is supplied by SEA team members includes supervising and overseeing security requirements that are related to the construction site. This responsibility includes that physical consideration and the regulatory compliance. SEA has been instrumental in the development of a pre construction site isolation sequence and schedule to allow site construction preparation during the adjacent nuclear plant's operations.
